Intellectual Property Rights:

Intellectual Property refers to creations of the mind, inventions and artistic works, symbols, names, images and designs used in commerce. Intellectual property is divided into two categories 1.lndustrial Property which includes inventions (patents), trademarks, Industrial designs, Geographic Indications of source, trade secrets or undisclosed information and 2.Copyrights which includes literary and artistic works such as novels, poems and plays, films, musical works, artistic works such as drawings, paintings, photographs, sculptures and architectural designs. Rights related to copyrights include those of performing artists in their performance, producers of phonograms in their recordings and those of broadcasters in their radio and television program

Background:
India is a signatory to the World Trade Organization (WTO) and Trade related aspects of Intellectual Property Rights (TRIPS) agreement, a part of WTO, covers all the forms of IPRs. Accordingly, India has complied its obligations by amending the existing legislation with respect to IPRs. It is a welcome sign to note that, in India, awareness about the intellectual property rights is on the increase.

A Joint Initiative to establish an IPR Facilitation Cell in the State of Andhra Pradesh:
Confederation of Indian Industry, Andhra Pradesh Technology Development and Promotion Center (APTDC) and Govt. of Andhra Pradesh have taken a unique initiative to establish IPR facilitation Cell in the state primarily to create a strong IPR base in the state, to enhance the quality of Invention, Innovation and fine tune the institutional and Policy issues to increase the number of patents filed in the state. This would boost investor's confidence in the long run through better innovative corporate culture.lt would also address the IPR issues of the Industry, Research and development institutes of AP at large. Government of Andhra Pradesh and Department of Biotechnology, Government of India will provide financial assistance to the Cell. The Patent Facilitation Cell of TIFAC provides all technical support to this proposed cell.

Extension Facility at ICICI Knowledge Park:
The Intellectual Property Rights Facilitating cell at Hyderabad has an extension at ICICI Knowledge Park. ICICI Knowledge Park a pioneering Science and Technology Park launched by ICICl ltd. in partnership with Government of AP is committed to facilitate business driven research and development. The Park is situated in aesthetically landscaped lush green 200-acre campus in Turkapally Village near Hyderabad. Recognizing the role of APTDC in Technology development and IPR facilitation, ICICI Knowledge Park has allotted office space and other facilities for serving the industries based in ICICI Knowledge Park & Biotech Park. The IPR facilitating Cell extension was formally announced by Shri K Vidyadher Rao, Hon. Minister or Major Industries, Govt. of Andhra Pradesh, at the National Convention on Biotechnology held at Hyderabad on 21st March 2001.

Inauguration of the IPR facilitating Cell at ICICI Knowledge Park:

The Intellectual Property Rights Facilitating Cell of Andhra Pradesh Technology Development and promotion center an autonomous society of the Government of Andhra Pradesh, Confederation of Indian Industry (CII) & Technology Information, Forecasting & Assessment Council (TIFAC) was formally inaugurated by Shri D Balasubramanyam, Chairman of Biotech Advisory Committee, Government of Andhra Pradesh on 17th July 2002 at ICICI Knowledge Park, Turkapally Village, Shamirpet Mandal, Hyderabad.

A dedicated website of the IPR facilitating Cell www.apipr.org was also formally inaugurated.



This is to facilitate online request for IPR facilitation Services, APTDC and Intellectual Property Rights: The Patent facilitating Cell is managed by APTDC which is set up under joint participation of the Govt. of Andhra Pradesh, Confederation of Indian Industry (CII) and Technology Information, Forecasting & Assessment Council (TIFAC -an autonomous body under the aegis of the Department of Science & Technology, Govt. of India). APTDC provides technology support service and IPR facilitation services to the Industries in AP

The IPR facilitating cell of APTDC will impart the following services in the State:
IPR Awareness and Training Programs, IPR awareness and training programs organized by APTDC in association with CII and TIFAC is aimed at disseminating all the prerequisite information related to IPR in the state. This is a step undertaken to foster IP Creation in the State, which would lead to better inventions, better technologies and thereby better standards of living. The training program intends to impart world class quality training program, which would enhance the skills of practicing IPR professionals, scientists, technologists, lawyers and industrialists.

IPR Advisory Services:
The IPR facilitating cell has dedicated Internet facility to provide online search and it has access to the global IPR database which can provide world wide Information. The Cell is backed up a panel of legal experts and technical experts who would provide the prerequisite IPR advisory Services.

IPR protection facilitation: (Patent writing, filing, legal aspects etc.):
A wide range of services which include assistance in filing, drafting and other legal aspects which would enable the user to obtain his Intellectual Property Rights

A website Andhra Pradesh Intellectual Property Rights www.apipr.org has been launched for better service for the endusers. A request forms for services can be filled and submitted online. Fundamental topics on IPR are covered through FAQ's. The website also includes articles from eminent IPR Professionals and also covers important events organized by CII and APTDC in the field of Intellectual Property Rights. It also includes a comprehensive database of registered patent agents in India.
